Standing at the crossroads just the other day, watching a never-ending onslaught of zigzagging cars, small trucks, bicycles, motorized and pedal-powered tuk-tuks, scooters, motorbikes and a few crazy people on rollerblades, for the first time I realized that something was noticeably absent on Beijing's roads and has been, in fact, since I arrived in the city almost five years ago - driving instructors and their associated vehicles. I have never, not once, ever, seen a driving-school car in the city. In every other place I have lived in, the clearly-marked vehicles belonging to an official driving school, complete with nervous driver at the wheel and qualified instructor manning a second set of controls, are common place. Not in Beijing.

Also omnipresent in every other city, are "L" and "P" plates attached to the number plates or rear windscreens of cars - indicating a learner or provisionary driver. Not here.

The reason for the absence of Ls and Ps is quite simple - learner and provisionary licenses don't exist. Apparently, you can either drive, or you can't.

A young colleague of mine explained that in the first year of getting your license there is a small yellow sticker that you are supposed to attach to your car indicating you have just started driving, but as it is not aesthetically pleasing and may draw attention away from the often fluffy-toy adorned, colorfully-decaled, brightly-metallic painted chosen mode of transport, not many people do.

I also discovered that there are over 100 driving schools in Beijing, all located in the outskirts of the city, enabling new drivers to navigate their way through empty streets and building sites, for a mandatory 79 hours of lessons.

Seventy-nine hours! In theory, that should make for seriously excellent drivers on Beijing's roads. Not the case. The 79 hours cost around 4,000 yuan ($585), more than double the city's average monthly per capita income of 2,000 ($293).

All new drivers are required by law to do an accredited course then pass a medical, theory and practical exam, but the blindingly-obvious lack of applied knowledge of any concept of road rules, courtesy, the ability to park or stop at red lights, is, instead the reality. Then again, why would you fork out a hefty 4,000 yuan, when you can in fact, just buy a license for around 200 yuan ($29) and have it delivered within 24 hours ? (albeit totally illegal and attracting heavy penalties).

Option two is a little more legitimate - you can have someone else do the 79 hours for you, take the tests and get an "official" license - that will set you back around 2,000 yuan and I guess ease your illegal conscience somewhat.

For foreigners, the 79 hours is slightly more expensive, with one school quoting me 8,500 yuan ($1,245), but insisting that the more-than-double-the-normal-price fee was worth it, as it included free food and drink and exam queue priority. Right.

My other options: buy a black-market license for around 3,000 yuan ($440) or take the foreigner knowledge test - an apparent mishmash of poorly-interpreted road rules including what to do with someone's intestines should they fall out of their body and you encounter them somehow whilst driving.

The test sounds all the more interesting to me and will be the next adventure on my agenda as I attempt to join the more than 1 million new drivers on Beijing's roads each year.
